About the Role

Hackney Council is seeking an ambitious, results-driven Commercial & Business Development Manager to lead the transformation of our Environmental Services commercial portfolio. This pivotal role requires a strategist who can balance commercial acumen with public sector values to shape our commercial strategy, maximise income, and set new standards for waste and environmental services.
You will be accountable for the financial health and strategic growth of our commercial operations, ensuring services are high-performing and financially robust. This role offers the opportunity to lead a dedicated team and drive meaningful change through:
- Strategic business development: identifying and securing new commercial opportunities across waste collection, special events, and ancillary services
- Commercial leadership: leading and mentoring a team of Commercial Sales and Contract Processing Officers, fostering a high-performance, customer-focused culture
- Financial oversight: managing budget preparation, income maximisation, debt recovery, and accurate forecasting to ensure best value for money
- Digital transformation: leading procurement and implementation of innovative IT and mobile working solutions to enhance efficiency and data integrity
- Performance & compliance: benchmarking pricing and performance against private and public sector competitors and ensuring full legislative compliance with the Environmental Protection Act and internal standards

Experience
- Proven track record in developing commercial strategies, managing budgets, and identifying growth opportunities, ideally within the waste or environmental sector
About you
- Strong leadership skills with the ability to provide vision and direction, manage performance clearly, and drive accountability
- Strategic thinker capable of translating complex data into actionable business plans and leading transformational change programmes
- Excellent communication and influencing skills, able to generate credibility and respect among senior management, elected members, and external stakeholders
- Operationally ready with proficiency in IT management systems and flexibility to work occasional out-of-hours shifts
Qualifications
- Full UK Driver’s Licence required
