About the Role
We are seeking a Consultant and/or Researcher to join ICF's growing environmental policy team within the European Policy, Research, Evaluation and Strategy unit. ICF provides independent policy research, evaluation, and analytical support to the Defra group and other UK public sector clients. Our work supports policy-makers and regulators with robust evidence and strategic advice using the latest research methodologies, advanced data science, and behavioural insights.
The role involves contributing to a diverse range of assignments addressing key policy issues such as restoring biodiversity and natural capital, rural economy and agriculture, sustainable food production, climate change and net zero, freshwater governance, blue economy, marine planning, and sustainable fisheries.
Examples of current projects include evidencing impacts and providing recommendations to improve major funding programmes tackling biodiversity loss and climate change, supporting implementation of legislation like the UK Agriculture Act and UK Fisheries Act through social and economic research, behaviour change analysis, and monitoring and evaluation, and delivering research and strategy consulting on environmental and institutional governance and regulation.
From day one, you will undertake qualitative and quantitative research and analysis that directly influences public policy decisions. You will also have opportunities to develop your skills through excellent training, structured career guidance, mentoring, communities of practice, and supportive line management.
Your main responsibilities will include:

Experience
- Demonstrable interest and experience in a relevant environmental policy area
- Prior experience in consulting is advantageous but not essential; backgrounds in academia, government, or non-governmental organisations are also welcomed

Qualifications
- Degree, Master's degree, or PhD in a relevant discipline
