About the Role
We are seeking a Consultant and/or Researcher to join our growing environmental policy team within ICF's European Policy, Research, Evaluation and Strategy unit. ICF provides independent policy research, evaluation, and analytical support to the Defra group and other UK public sector clients. Our work delivers robust evidence and strategic guidance to policy-makers and regulators, employing the latest research and evaluation methodologies, advanced data science, and behavioural insights.
Our focus areas include restoring biodiversity and natural capital, rural economy and agriculture, sustainable food production and agri-food chains, addressing climate change and net zero, fresh water governance and policy, blue economy, marine planning and biodiversity, and sustainable fisheries.
Current projects include evidencing impacts and providing recommendations to improve major funding programmes addressing biodiversity loss and climate change, supporting implementation of key legislation such as the UK Agriculture Act and UK Fisheries Act through social and economic research, behaviour change analysis, and monitoring and evaluation, as well as providing research, evaluation, and strategy consulting on environmental and institutional governance and regulation.
From day one, you will contribute to a diverse range of assignments by undertaking qualitative and quantitative research and analysis that directly impacts public policy decisions. Your main responsibilities will include:
- Undertaking research and analysis
- Engaging with stakeholders through primary research delivery
- Supporting managers with project coordination and research tasks
- Contributing to compelling research proposals to help win new work
Experience
This is an entry-level role suitable for researchers new to the profession. Prior experience in a consulting environment is advantageous but not essential. We welcome applicants from academia, government, and non-governmental organisations with demonstrable interest and experience in relevant policy areas.

Qualifications
- Degree, Master's degree or PhD in a relevant discipline
