About the Role
We are seeking a Consultant and/or Researcher to join ICF's growing environmental policy team within the European Policy, Research, Evaluation and Strategy unit. ICF provides independent policy research, evaluation, and analytical support to the Defra group and other UK public sector clients. Our work supports policy-makers and regulators with robust evidence, advanced data science, behavioural insights, and the latest research methodologies.

Key policy areas include restoring biodiversity and natural capital, rural economy and agriculture, sustainable food production and agri-food chains, climate change and net zero, fresh water governance and policy, blue economy, marine planning and biodiversity, and sustainable fisheries.

Current projects involve evidencing impacts and improving major funding programmes addressing biodiversity loss and climate change, supporting implementation of legislation such as the UK Agriculture Act and UK Fisheries Act, and providing research, evaluation, and strategy consulting on environmental and institutional governance and regulation.

From day one, you will contribute to diverse assignments by undertaking qualitative and quantitative research and analysis that directly influence public policy decisions. You will also benefit from excellent training and development support, structured career guidance, mentoring, communities of practice, and line management.

Your main responsibilities will include:
- Undertaking research and analysis
- Engaging with stakeholders through primary research
- Supporting managers with project coordination and research tasks
- Contributing to compelling research proposals to help win new work

Requirements

Experience
Demonstrable interest and experience in relevant policy areas. Prior consulting experience is advantageous but not essential. Backgrounds in academia, government, or non-governmental organisations are also welcome.

About you
Strong skills in policy analysis, social and economic research, environmental economics, and/or data science. Excellent qualitative, quantitative, and analytical abilities. Exceptional written and verbal communication skills in English. Strong organisational and collaborative working skills. Highly developed interpersonal skills and self-motivation.

Qualifications
Degree, Master's degree or PhD in a relevant discipline.
