About the Role
We are seeking a Consultant and/or Researcher to join ICF's growing environmental policy team within the European Policy, Research, Evaluation and Strategy unit. ICF provides independent policy research, evaluation, and analytical support to the Defra group and other UK public sector clients. Our work supports policy-makers and regulators with robust evidence, strategic advice, and the latest research methodologies, including advanced data science and behavioural insights.
The role involves contributing to a diverse range of assignments focused on key environmental issues such as restoring biodiversity and natural capital, rural economy and agriculture, sustainable food production, climate change and net zero, freshwater governance, blue economy, marine planning, and sustainable fisheries.
Examples of current projects include evaluating major funding programmes addressing biodiversity loss and climate change, supporting implementation of legislation like the UK Agriculture Act and UK Fisheries Act through social and economic research, behaviour change analysis, and monitoring and evaluation, as well as providing research and strategy consulting on environmental governance and regulation.
From day one, you will undertake qualitative and quantitative research and analysis that directly impacts public policy decisions. You will also have opportunities for professional development through training, mentoring, structured career guidance, and collaborative communities of practice.
Experience
Demonstrable interest and experience in relevant environmental policy areas. Prior consulting experience is advantageous but not essential. Applicants with backgrounds in academia, government, or non-governmental organisations are welcome.
About you
Strong skills in policy analysis, social and economic research, environmental economics, and/or data science. Exceptional qualitative, quantitative, and analytical abilities. Excellent written and verbal communication skills in English. Highly organised, collaborative, self-motivated, and possessing strong interpersonal skills.
Qualifications
Degree, Master's degree, or PhD in a relevant discipline. This is an entry-level role suitable for researchers new to the profession.
