About the Role
We are seeking a Consultant and/or Researcher to join ICF's marine and fisheries team within the European Policy, Research, Evaluation and Strategy unit. ICF provides independent policy research, evaluation, and analytical support to the Defra group and other UK public sector clients. Our work spans the full spectrum of UK environmental and related policies, including nature restoration, food production, climate adaptation, and resource management.
The marine team addresses critical policy and management challenges on key issues such as marine biodiversity and natural capital, marine protected areas and conservation, marine planning and environmental governance, the blue economy, and sustainable fisheries.
Examples of our work include developing guidance on applying the natural capital approach to marine and coastal environments, assessing marine protected area impacts, improving marine planning evaluation, supporting the EU Blue Economy Observatory, conducting evaluative research on Fisheries Management Plans, researching social networks in fishing communities, and assessing the UK bluefin tuna fishery performance.
From day one, you will contribute to a diverse range of assignments by undertaking qualitative and quantitative research and analysis that directly impacts public policy decisions. You will also have opportunities to develop your skills through excellent training, structured career guidance, mentoring, communities of practice, and supportive line management.
Your main responsibilities will include undertaking research and analysis, engaging with stakeholders through primary research, supporting project coordination, and contributing to compelling research proposals to help win new work.
Experience
- Demonstrable interest and experience in a relevant UK marine policy area
- Relevant academic and/or consultancy research experience
- Prior consulting experience is advantageous but not essential; backgrounds in academia, government, or NGOs are also welcomed

- Degree, Master's degree, or PhD in a relevant discipline
