About the Role
An exciting opportunity has arisen within SPS Headquarters for an Emission Reduction Delivery Manager to lead the delivery of a strategic programme aimed at transitioning the Scottish Prison Service from fossil fuel use to low or zero carbon alternatives in line with statutory Net Zero 2045 targets. You will identify and oversee the delivery of carbon reduction projects across Scope 1 (direct emissions from owned and controlled sources such as heating and core travel), Scope 2 (indirect emissions from purchased electricity), and Scope 3 (value chain, upstream and downstream emissions). You will support the development of renewable and low carbon energy opportunities across the estate and work closely with the Climate Change Team Lead, who oversees the Carbon Strategy portfolio.

Your key responsibilities will include supporting the development of SPS Scope 1, 2, and 3 carbon reduction strategies and plans; leading the development of carbon emission reduction engineering projects aligned with SPS climate change commitments; managing a portfolio of carbon reduction projects through development stages to approved business cases; and delivering projects beyond the scope of existing area teams. You will collaborate with internal and external stakeholders to ensure project delivery, embedding initiatives through policy and training. Additionally, you will provide advocacy and support at national and operational levels to ensure staff are trained, competent, and supported in implementing climate change policies. You will also carry out critical analysis of design drawings, technical specifications, and reporting, making recommendations for projects including input into the design and operation of new prison buildings and major refurbishments.

Requirements

Experience
- Educated to degree level in a related field such as mechanical or electrical engineering, sustainability, or environmental management (Essential).
- Proven experience delivering transformation of complex services or infrastructure projects within public or private sectors, particularly in mechanical or electrical engineering (Essential).
- Technical skills in low and zero direct emission heating technologies or other relevant aspects of Scope 1, 2, and 3 decarbonisation.
- Demonstrated ability to link technical knowledge with interpretation of strategy, regulations, and legislation (Essential).
- Experience managing a portfolio of projects using project management techniques and processes to achieve successful outcomes (Essential).

You have excellent stakeholder management skills and the ability to work collaboratively across teams and organisations. You are proactive in advocating for climate change initiatives and supporting staff development to embed policy implementation effectively.

Qualifications
Degree level education in a relevant discipline such as mechanical or electrical engineering, sustainability, or environmental management is essential.
