About the Role
The main purpose of this role is to act as the Property Services focal point for leading building-related energy and carbon projects, providing technical advice and ensuring that our main Mechanical & Electrical (M&E) partners adhere to specifications and briefs for both projects and business-as-usual activities. You will manage, plan, and budget all planned preventative maintenance energy projects passed on to Property Services from the Council's Energy Investment Unit (EIU). This includes lifecycle planning, maintenance activity, and managing all information related to energy schemes within Property Services.
You will lead and support the Energy team in project planning and delivery of energy-related projects across the Cambridgeshire County Council (CCC) Estate. Providing professional and technical advice on carbon and energy management in line with the County Council's Energy Strategy is a key responsibility. You will ensure that all activities maintain CCC property assets effectively and comply with legal, statutory, and council policies at all times.
Key responsibilities include maintaining up-to-date knowledge of legislation and technical standards related to energy and carbon reduction, acting as the Property Service Subject Matter Expert (SME), providing high-quality advice on building energy matters, supporting long-term asset planning, developing control systems for compliance, managing financial aspects of energy/carbon projects, reviewing business cases related to energy/carbon matters, identifying efficiency savings, preparing reports for various stakeholders, and overseeing procurement and contract management for energy projects.
Experience
- Experience in a similar or related role.
- Extensive specialist and technical knowledge of building services systems and energy/carbon management.
- Strong practical experience working with and developing customer relationships at strategic and operational levels.
- Experience specifying, installing, and managing energy projects.
- Proven ability to plan, monitor, and manage budgets effectively.

Qualifications
- Qualification in Environmental, Engineering, Building Services, Building Construction, or equivalent professional experience.
- Membership of a professional building services related body.
- Thorough knowledge of relevant legislation, technical developments, industry practice, and Building Regulations related to energy and carbon management.
