The HSE Lead will take a leading role managing a site-based team of HSE personnel and provide HSE support and guidance to the Site Manager. You will work closely with the Regional HSE Manager to implement the company HSE strategy and improve the Safety Management System and processes. Acting as a mentor, you will manage on-site HSE Advisors and collaborate with the Client HSE team to ensure compliance with health, safety, and environmental standards.

Main Responsibilities
- Lead and mentor the site HSE team to improve performance and foster a strong HSE culture
- Develop project/site HSE plans aligned with business objectives alongside Operational Management and Regional HSE Manager
- Identify development and competence needs of HSE Advisors and communicate these for implementation
- Manage and develop stakeholder relationships regarding HSE matters
- Disseminate experience and knowledge to HSE Advisors
- Ensure effective execution and follow-up of customer site audits
- Engage with Client HSE personnel and maintain strong relationships
- Be an active, visible team member by spending time on site engaging in audits, inspections, and interactions
- Support Operational Management to embed HSE ownership throughout the organisation
- Lead incident investigations and guide HSE Advisors to satisfactory completion
- Collaborate with Regional HSE Manager to support company targets and promote the HSE Management System
- Promote and support the Company Behavioural Safety Programme 'Safety Works'
- Report concerns of non-compliance or potential legislative breaches
- Identify and drive improvements in products, services, and HSE performance

Routine Duties
- Support Operations to identify hazards and assess risks with suitable controls
- Ensure adherence to the CMS system
- Record all accidents, incidents, and near misses in the 'Active' HSEQ reporting system, complete root cause analysis, and assign mitigation actions
- Disseminate HSE information on new regulations, practices, and initiatives to HSE Advisors
- Provide guidance on HSE systems and initiatives within Bilfinger UK
- Conduct onsite HSE audits
- Assist in developing, promoting, and monitoring HSE performance indicators
- Contribute to continual improvement of the HSE culture
- Deliver onsite HSE training as required
- Develop HSE initiatives and provide guidance to on-site personnel and management
- Ensure all HSE concerns are reported and actively followed up with Operational Management

Requirements

Experience
- Auditing and inspection
- Incident management and investigation
- HSE legislation and CDM regulations
- Management system standards
- Industrial services sector and petrochemical industry experience
- Improvement planning
- Experience with Mechanical or SIPS departments is desirable

Qualifications
- NVQ Level 5 or NEBOSH Diploma (or equivalent)
- NEBOSH General Certificate
- Graduate IOSH status
