About the Role
As the HSE Manager at Carbery Food Ingredients Ltd, you will establish and maintain robust Health, Safety, and Environmental (HSE) processes across the business. You will drive cultural change by proactively improving the HSE regime through people engagement and leadership. Your responsibilities include managing compliance with ISO14001 and other relevant HSE standards, maintaining up-to-date HSE knowledge, and leading the creation and development of HSE process documentation.
You will organise and manage internal HSE audits and risk assessment regimes, maintain strong SOP management to ensure safety compliance, and oversee training compliance for Synergy teams in collaboration with department heads. You will identify, lead, and manage health and safety improvement actions arising from risk assessments, good catches, and new processes.
Leading the delivery of the HSE Plan through business managers, you will foster good HSE practices and improve the current safety culture. You will manage COSHH systems, first aid provision, occupational health screening, risk assessments, and PPE control. Acting as the first point of contact for all HSE communications, you will identify and provide all necessary HSE training for staff.
Your role also includes managing accident and near-miss reporting processes, RIDDOR reporting, accident investigations, and corrective actions. You will organise, chair, and minute quarterly HSE steering meetings and monthly safety committees, generate HSE KPIs, and report on business and departmental performance.
Additional responsibilities include managing site legislative requirements related to emissions and effluent, driving cost reductions and value additions in environmental disposal and utility consumption, and collaborating with Health and Safety Managers from other sites. You will work flexibly and collaboratively with the Management Team and staff, acting as a role model for company values and professionalism.
You will lead and control emergency response planning, energy and environmental programmes, personal injury and civil claims management, and work closely with facilities management, in-house maintenance teams, and other stakeholders. You will also manage contractor relationships, pest control services, fire safety contracts and PPMs, asbestos surveys, water risk assessments, HAZOP risk assessments, and other compliance requirements.
Environmental management duties include ESOS data submission to the Environment Agency and annual packaging compliance submissions to waste management companies.
Experience
- Proven experience in a Health & Safety Management role within manufacturing organisations.
- Track record of leading and establishing HSE agendas within an organisation.
- Experience working in cross-functional teams.
- Desirable: Experience in food or ingredients manufacturing environments.
- Desirable: Knowledge of lean and problem-solving tools.
- Desirable: Knowledge or qualifications related to transporting hazardous goods (IMDG, ADR, IATA).
- Desirable: Knowledge of ATEX requirements.

Qualifications
- NEBOSH General Certificate minimum or equivalent (working towards NEBOSH Diploma desirable).
- Ideally NEBOSH Diploma qualified.
- Strong, up-to-date knowledge of UK HSE legislation.
- Good working knowledge of COSHH.
- Additional relevant qualifications in HSE or environmental management are advantageous.
