About the Role
Buckinghamshire Council is a relatively new organisation combining the strengths and expertise of the previous five councils in the county to create positive change for local people, communities, and businesses. The Council’s Climate Change and Air Quality Strategy, adopted in 2021, includes 60 separate actions to mitigate and adapt to climate change in Buckinghamshire. The Principal Climate Change Officer will lead projects to plan and deliver the infrastructure needed to support the transition to a low carbon energy system. This role involves working closely with planning policy colleagues to develop a new Bucks-wide local plan with a key focus on sustainability. Additionally, the officer will lead projects with the GSE Net Zero Hub, delivering funding for the retrofit of energy inefficient homes.
As an ‘any-desk’ worker, you will need to be connected to the Council’s network to access digital folders and resources, which can be done from home or the office. You will be required to work from the office a couple of times a week depending on team requirements.
Experience
- Substantial experience (ideally 5 years) in building decarbonisation, particularly domestic property sustainable energy projects
- Excellent knowledge of sustainable energy technologies and whole house retrofit planning
- Experience contributing to development of procedures, service policies, or strategies
- Proven project management skills with understanding of methodologies and systems
- Experience preparing and publishing invitations to tender/quote, awarding and managing contracts
- Experience managing large budgets and securing grant funding
- Experience coordinating partnership working and representing the work area externally
- Excellent knowledge of climate change mitigation and adaptation delivery through the planning process
About you
- Excellent interpersonal, persuasion, and negotiating skills with experience resolving complex customer queries
- Authority and credibility to build relationships, influence, and engage successfully at all levels including politically sensitive situations
- Strong planning, organisational, research, and analytical skills with ability to identify complex problems and develop innovative solutions
- Good ICT skills including Microsoft applications and specialist systems
- Excellent time management skills to prioritise, set deadlines, and manage conflicting demands
- Proven track record of initiative, strategic and political awareness in problem solving and decision making
