About the Role
As Public Rights of Way (PROW) Manager within Leeds City Council’s Climate, Energy and Green Space service, you will lead and manage a motivated team working with communities, landowners and partners to record, protect, improve, extend and promote the 862 km of public rights of way across Leeds. This role supports the Council’s Health and Wellbeing and Zero Carbon ambitions by delivering statutory services related to public rights of way, including updating the Rights of Way Improvement Plan and promoting the benefits of PROW for recreation and active travel.
Reporting to the Parks Technical Manager, you will work across multiple disciplines to lead the PROW team in protecting, maintaining and enhancing public rights of way, ensuring they remain accessible and well-maintained. These routes provide vital resources for walking, horse riding and cycling, forming a key part of the city’s green infrastructure.
This hybrid role offers a combination of home and office working alongside regular site visits. You will collaborate closely with the PROW team, colleagues and external partners to deliver high-quality services that benefit local communities and support active lifestyles.
Experience
- In-depth understanding of local authority responsibilities regarding public rights of way, including relevant laws and practices.
- Substantial experience in recording, protecting, managing and improving public rights of way.
- Proven ability to keep public rights of way open and accessible.
- Experience working with diverse stakeholders such as ward members, landowners, local residents and community groups.
- Ability to operate effectively at a strategic level.
- Skilled in interpreting web and paper-based maps and plans of varying scales.
- Ability to access remote sites efficiently.
