About the Role
Join Ofwat’s Business Retail Market Team as a Regulatory Economist at Senior Associate level. The team leads a multi-faceted programme aimed at improving the Business Retail Market to deliver better outcomes for customers, society, and the environment. This includes setting price and non-price protections, regulatory customer protections, monitoring and enforcement, and collaborating with industry to enhance market functioning. Key current workstreams include strengthening oversight of Retailers' financial resilience, reviewing customer protection arrangements, and monitoring market performance. You will lead or support projects across these areas, with a particular focus on reviewing retail price cap restraints, including cost assessment and benchmarking. Your role will also involve analysing company and market performance data, developing insights on competition, and monitoring compliance with market codes. This is an exciting time to join as the team is driving major reforms and protections in the market, with work extending through Autumn 2026. You will engage extensively with external stakeholders and contribute to shaping the future of the water sector in England and Wales.

Requirements

Experience
- Undergraduate degree in economics or a discipline with significant economic/numerate content, or equivalent experience.
- Knowledge and/or experience of microeconomic analysis, markets, competition, regulation, and their benefits for customers.
- Experience developing, managing, and implementing policy.
- Proven ability to build and maintain constructive working relationships with diverse internal and external stakeholders to understand needs, influence outcomes, and collaborate effectively.
- Strong analytical and problem-solving skills, including interpreting complex data to inform evidence-based decisions.
- Experience using data tools such as Excel to validate and analyse data for robust policy decisions.
- Excellent written and oral communication skills, with the ability to explain complex issues clearly and concisely in non-technical language.
- Ability to plan, prioritise, and deliver multiple projects and programmes simultaneously.

Qualifications
