About the Role
We are seeking an Economist / Environmental Economist to join our expanding environmental policy team. This senior role will shape the growth and direction of our practice across the UK and EU, engage in delivering a diverse portfolio of projects, and lead business development efforts to win new work and expand ICF's existing and emerging areas. ICF provides independent policy research, evaluation, and analytical support to UK public sector clients including Defra, DESNZ, and Natural England. Our work delivers robust evidence and strategic advice to policy-makers and regulators using cutting-edge research, evaluation methodologies, advanced data science, and behavioural insights.
You will have the opportunity to work on key policy issues such as biodiversity and natural capital, rural economy, agriculture and food, climate change and net zero, freshwater governance and policy, blue economy, marine planning and biodiversity, sustainable fisheries, and technology and innovation. Your main responsibilities will include applying economic principles to environmental policy research, developing frameworks and tools for economic, social, and environmental appraisal, building client relationships, contributing to proposal development, managing project teams and budgets, and mentoring junior staff.
Experience
- At least 3 years of relevant professional experience in economic research or environmental economics
- Proven experience managing research projects, budgets, teams, and client relationships
- Experience in applying cost-benefit analysis, cost-effectiveness analysis, business case development, and/or value for money analysis
- Familiarity with Green Book and/or Magenta Book methodologies
- Experience writing competitive bids and/or grant applications is advantageous
- Ability to communicate complex technical concepts clearly to non-technical stakeholders

- Degree, Master's degree, or PhD in economics, environmental economics, or a related discipline
