About the Role
This is a fixed term (12 months) newly created position within Capita Public Services (CPS). The Senior HSE Specialist will lead on CDM (Construction Design and Management) and auditing across the division and the UK. Working closely with Directors, Managers, staff, and internal stakeholders, you will implement standards and provide assurance of risk control management specifically related to CDM and targeted auditing. Reporting to the Director of HSE, you will act as an executive advisor on all CDM matters and contribute to the design of control strategy, policy, procedures, and governance related to CDM. You will support the development, implementation, and maintenance of CDM procedures, tools, and templates, collaborating with functions and operations to manage HSE risks and controls. The role includes supporting, monitoring, and reporting on the implementation of CDM recommendations across CPS and ensuring all HSE related corporate legal and statutory compliance requirements are met. You will develop reporting and audit tools to evaluate compliance and manage risk control, advise HSE Leads across CPS and the UK on CDM requirements, and contribute to the growth of projects in this area.

Experience
Demonstrable experience of successful CDM application and management in a complex organisation, including the construction environment. Proven track record of building health and safety management systems and risk control systems in senior HSE manager or advisor roles.

About you
Strong leadership and advisory skills with the ability to work collaboratively across multiple functions. Outstanding knowledge and understanding of health and safety legislative and statutory requirements. Ability to develop and implement policies, procedures, and governance related to CDM and HSE risk management.

Qualifications
Chartered Member of the Institute of Occupational Safety and Health (CMIOSH) or equivalent. NEBOSH Diploma, NVQ, or Degree qualified.
