About the Role

We are growing across the business and the Circular Economy & Waste Advisory team aims to enhance and broaden its current service offering. This team, responsible for resources and waste management advisory services, has a strong track record of providing technical advice on several waste infrastructure and services procurement projects. The team continues to win procurement projects and is looking to welcome a consultant with previous experience providing technical advisory support on waste procurement projects.

You will provide technical procurement advisory services by leading, managing and/or assisting project delivery teams; lead or assist in preparing proposals; support business development initiatives including publishing thought pieces and articles; and line manage or mentor junior staff. Guidance and support will be provided to help you confidently deliver these responsibilities and progress your career.

The projects you may contribute to include but are not limited to:
- Leading or supporting projects across a wide range of waste management themes, focusing on procurement of waste infrastructure and environmental services contracts
- Supporting procurement exercises such as assessing contract extension proposals, developing tender specifications and documentation, evaluating bidder submissions, or working with bidders to develop and review proposals
- Developing business cases to support service delivery changes, including collection methods or service management models
- Conducting environmental service reviews to analyse effectiveness and efficiency of existing services to identify improvements and savings for clients.

Prime responsibilities include managing projects to ensure they are well monitored, delivered on time and within budget with high client satisfaction; acting as a technical expert by drafting reports or contributing to aspects as directed; attending client meetings from inception to final reporting with a range of stakeholders including council officers, members, private sector representatives and organisations such as WRAP and Defra; leading and supporting proposal development to ensure high quality, clarity and competitiveness; implementing innovative, robust, time and cost-effective, client-focused methodologies; and building and maintaining relationships with clients and networks to increase company profile and develop work pipelines.

Requirements

Experience
- First degree in a relevant subject, preferably science, environment or engineering
- Pertinent experience in environmental and waste services or infrastructure procurement projects for local authorities
- Experience developing or contributing to technical specifications, method statement submission requirements, performance management frameworks, invitations to tender, pricing schedules, and payment mechanisms
- Experience with competitive dialogue and/or competitive procedure with negotiation procurement processes
- Understanding of UK resources and waste legislation and policy
- Experience working with Council Officers
- High levels of written and verbal communication skills
- Ability to proactively engage with senior colleagues
- Excellent time management skills, including responding to requests at short notice

Qualifications
First degree in a relevant field as noted above. Additional professional qualifications or training in procurement or waste management would be advantageous but are not essential.
