Home to the Royal Marsden Hospital and the Institute of Cancer Research, Sutton is developing the London Cancer Hub, which aims to be the world’s leading life-science district specializing in cancer research and treatment. About the Council and Service
The Council is a key driver within the South London Partnership, focusing on strategic growth, regeneration, and investment across five outer south west London boroughs. The Facilities Management (FM) team, part of which this role belongs to, has recently undergone significant transformation, including integrating energy management into its delivery. The FM Service supports approximately 50 corporate Council buildings, providing services such as FM Helpdesk, caretaking, post, cleaning, pest control, security, planned preventative maintenance, and reactive repairs. The FM team consists of 15 staff dedicated to supporting these buildings and services.
About the Role
This role supports the Council's environmental strategy and the decarbonisation of its estate. Key responsibilities include:
- Acting as the Council’s dedicated Energy Officer, providing expert advice to all departments
- Managing the purchase, coordination, and contracts for gas, electricity, and water
- Evaluating energy and water usage, developing policies and actions to reduce consumption and meet targets
- Overseeing low carbon capital funding schemes and supporting delivery of capital projects across operational, leisure, and school portfolios
- Maximising use of available funding such as the Climate Capital Fund and Green Buildings Fund to reduce operational emissions

Experience
Proven track record in developing and implementing energy efficiency programmes. Experience in procurement and finance practices related to energy management. Project management experience is essential.
About you
Detailed knowledge of energy and water usage evaluation, policy development to reduce consumption, and contract management. Strong understanding of relevant legislation, codes of practice, and current developments in energy conservation and sustainability. Excellent interpersonal and communication skills to build credibility and maintain relationships with diverse stakeholders. Strong performance management capabilities, sound IT skills, and commitment to health and safety, equality, and diversity. Flexibility to work outside normal hours when necessary and ability to travel within the borough.
Qualifications
Technical or energy-related qualification required. Membership of a relevant professional body is desirable.
