About the Role
This role will support the council's environmental strategy and the decarbonisation of the estate. As the Council’s dedicated Energy Officer, you will provide expert advice to the Council and all departments. You will take responsibility for the purchase, management, and coordination of the Council’s gas, electric, and water contracts. You will evaluate energy and water usage within the Council, devise policies and actions to minimise consumption to meet set targets, and oversee a programme of low carbon capital funding schemes. Additionally, you will support colleagues with the delivery of capital projects across the operational, leisure, and schools portfolio, maximising the use of available funding to reduce operational emissions, including the Climate Capital Fund and Green Buildings Fund.
About Us
This role is part of the Facilities Management (FM) team, which has recently undergone significant change and transformation, including the integration of energy management into its delivery. The FM Service supports approximately 50 corporate Council buildings, providing services such as FM Helpdesk, caretaking, post, cleaning, pest control, security, planned preventative maintenance, and reactive repairs. The team consists of 15 staff members dedicated to supporting these buildings and services. This is a challenging and rewarding time as the FM team implements a new operating model aligned with the wider organisation’s goals.
Experience
Proven track record in developing and implementing energy efficiency programmes. Experience in procurement and finance practices, supported by project management expertise.
About you
Detailed knowledge of relevant legislation, codes of practice, and current developments in energy conservation and sustainability, with the ability to apply them effectively. Excellent interpersonal and communication skills to build credibility and maintain strong relationships with a wide range of stakeholders, providing clear, informed advice on complex issues. Strong performance management capabilities, sound IT skills, and a commitment to high standards of health and safety, equality, and diversity. Flexibility to work outside normal hours when necessary and ability to travel within and around the borough as part of your duties.
Qualifications
Technical or energy-related qualification required. Membership of a relevant professional body is desirable.
