About the Role
This role supports the Council's environmental strategy and the decarbonisation of its estate. As the Council's dedicated Energy Officer, you will provide expert advice to all departments, manage the purchase and coordination of gas, electric and water contracts, and evaluate energy and water usage. You will devise policies and actions to minimise consumption to meet set targets and oversee a programme of low carbon capital funding schemes. Supporting colleagues in delivering capital projects across operational, leisure and schools portfolios, you will maximise the use of available funding including the Climate Capital Fund and Green Buildings Fund to reduce operational emissions.

About Us
This role is part of the Facilities Management (FM) team, which supports approximately 50 corporate Council buildings. The FM Service includes FM Helpdesk, caretaking, post, cleaning, pest control, security, planned preventative maintenance, and reactive repair services. The team of 15 staff is undergoing transformation to improve service delivery, including integrating energy management into its operations. This is a challenging and rewarding time to join as the team implements a new operating model aligned with wider organisational goals.

Experience
Proven track record in developing and implementing energy efficiency programmes. Experience in procurement and finance practices, supported by project management skills. Demonstrated ability to evaluate energy and water usage, devise policies to reduce consumption, and manage energy contract procurement.
About you
Strong understanding of relevant legislation, codes of practice, and current developments in energy conservation and sustainability. Excellent interpersonal and communication skills to build credibility and maintain relationships with diverse stakeholders. Strong performance management capabilities, sound IT skills, and commitment to health and safety, equality, and diversity. Flexibility to work outside normal hours when necessary and ability to travel within and around the borough.
Qualifications
Technical or energy-related qualification required. Membership of a relevant professional body is desirable.
