About the Borough
The London Borough of Sutton is situated less than 30 minutes by train from Central London, with direct connections to London Victoria and London Bridge. Located in zone 5 with excellent transport links, Sutton boasts award-winning parks and open spaces, low crime rates, affordable housing, and great schools. The borough enjoys high levels of resident engagement and satisfaction, delivering quality services while addressing financial challenges and involving residents in key issues and local developments. Sutton is committed to investing in the health, wellbeing, and education of its residents and future generations, as outlined in the "Ambitious for Sutton" corporate plan. It is home to the Royal Marsden Hospital and the Institute of Cancer Research, and with the development of the London Cancer Hub, Sutton aims to become the world’s leading life-science district specializing in cancer research and treatment. This vision is expected to create around 13,000 jobs and contribute £1.2bn annually to the UK economy. Sutton is also focused on regeneration with new homes and schools, working closely with residents and vulnerable groups to promote independence and balance support with independent living. The Council plays a key role within the South London Partnership, driving strategic growth, regeneration, and investment across five outer south west London boroughs.

About the Service and Team
This role is part of the Facilities Management (FM) team, which has recently undergone significant transformation including the integration of energy management. The FM Service supports approximately 50 corporate Council buildings, providing services such as FM Helpdesk, caretaking, post, cleaning, pest control, security, planned preventative maintenance, and reactive repairs. The team consists of 15 staff members dedicated to maintaining these buildings and services.

About the Role
As the Council’s dedicated Energy Officer, you will support the environmental strategy and decarbonisation of the estate. Your responsibilities will include providing expert advice to the Council and its departments, managing the purchase and coordination of gas, electric, and water contracts, and evaluating energy and water usage to devise policies and actions that minimise consumption and meet set targets. You will oversee a programme of low carbon capital funding schemes and support colleagues in delivering capital projects across operational, leisure, and school portfolios. Maximising the use of available funding such as the Climate Capital Fund and Green Buildings Fund to reduce operational emissions will be a key focus.

Our Offer to You
We are committed to supporting your career development in a friendly, collaborative environment that encourages innovation and continuous improvement. Benefits include a generous annual leave entitlement of 26-31 days plus bank holidays (pro-rata for part-time), enhanced family leave options, two volunteering days per year, flexible working arrangements, access to a learning and development portal, discounts at local shops and leisure facilities, interest-free season ticket loans, Local Government Pension Scheme membership, bicycle loan and cycle to work schemes, Zipcar access, and confidential health and wellbeing support.

Requirements

Experience
Proven track record in developing and implementing energy efficiency programmes. Experience in procurement and finance practices, supported by project management skills. Demonstrated ability to evaluate energy and water usage and manage energy contract procurement.

About you
Strong understanding of relevant legislation, codes of practice, and current developments in energy conservation and sustainability. Excellent interpersonal and communication skills to build credibility and maintain strong stakeholder relationships. Ability to provide clear, informed advice on complex issues. Strong performance management capabilities, sound IT skills, and commitment to health and safety, equality, and diversity. Flexibility to work outside normal hours when necessary and ability to travel within and around the borough.
