About the Borough
The London Borough of Sutton is situated less than 30 minutes by train from Central London, with direct connections to London Victoria and London Bridge. Located in zone 5 with excellent transport links, Sutton boasts award-winning parks and open spaces, low crime rates, affordable housing, and great schools. The borough enjoys high levels of resident engagement and satisfaction, delivering quality services while addressing financial challenges and involving residents in key issues and high street changes. Sutton is continuously investing in the health, wellbeing, and education of its residents and future generations, as outlined in the "Ambitious for Sutton" corporate plan. Sutton is home to the Royal Marsden Hospital and the Institute of Cancer Research. With the development of the London Cancer Hub, Sutton aims to become the world’s leading life-science district specializing in cancer research and treatment, creating around 13,000 jobs and contributing £1.2bn annually to the UK economy. The borough is also undergoing regeneration with new homes and schools, working closely with residents and vulnerable groups to maintain independence and balance support with independent living. The Council is a key driver within the South London Partnership, focusing on strategic growth, regeneration, and investment. Sutton strives to improve services and spaces to make the borough a great place to live, work, and raise a family.

About the Role
This role supports the council's environmental strategy and the decarbonisation of its estate. As the Council's dedicated Energy Officer, you will provide expert advice to the Council and all departments. Responsibilities include managing and coordinating the Council's gas, electric, and water contracts; evaluating energy and water usage; devising policies and actions to minimise consumption to meet targets; and overseeing a programme of low carbon capital funding schemes. You will support colleagues in delivering capital projects across operational, leisure, and schools portfolios, maximising the use of available funding such as the Climate Capital Fund and Green Buildings Fund to reduce operational emissions.

About Us
This role is part of the Facilities Management (FM) team, which has recently undergone significant transformation including the integration of energy management. The FM Service supports approximately 50 corporate Council buildings, providing services such as FM Helpdesk, caretaking, post, cleaning, pest control, security, planned preventative maintenance, and reactive repairs. The team consists of 15 staff dedicated to maintaining these buildings and services. This is a challenging and rewarding time as the service implements a new operating model aligned with wider organisational goals.

Our Offer To You
We are committed to nurturing talent and supporting your career growth in a friendly, collaborative environment. Your ideas will be encouraged and supported by a dynamic management team. Benefits include a generous annual leave entitlement of 26-31 days plus bank holidays (pro-rata for part-time), enhanced family leave options, two volunteering days per year, flexible working schemes, adjustable working arrangements with Google Chromebooks, a learning and development portal, discounts at local shops and leisure centres, interest-free season ticket loans, Local Government Pension Scheme membership, bicycle loan and cycle to work schemes, Zipcar access, and confidential health, wellbeing, and counselling support.

Requirements

Experience
Proven track record in developing and implementing energy efficiency programmes. Experience in procurement and finance practices, supported by project management skills. Demonstrated ability to evaluate energy and water usage, devise policies to reduce consumption, and manage energy contract procurement.

About you
Strong understanding of relevant legislation, codes of practice, and current developments in energy conservation and sustainability, with the ability to apply them effectively. Excellent interpersonal and communication skills to build credibility and maintain relationships with diverse stakeholders, providing clear and informed advice on complex issues. Strong performance management capabilities, sound IT skills, and commitment to health and safety, equality, and diversity. Flexibility to work outside normal hours when necessary and ability to travel within and around the borough.
