About the Role
This role supports the council's environmental strategy and the decarbonisation of the estate. As the Council's dedicated Energy Officer, you will provide expert advice to the Council and all departments. Responsibilities include managing the purchase, coordination, and oversight of the Council's gas, electric, and water contracts. You will evaluate energy and water usage, develop policies and actions to minimize consumption to meet targets, and oversee a programme of low carbon capital funding schemes. You will support colleagues in delivering capital projects across operational, leisure, and schools portfolios, maximizing available funding such as the Climate Capital Fund and Green Buildings Fund to reduce operational emissions.
About Us
This role is part of the Facilities Management (FM) team, which has recently undergone significant transformation including integrating energy management into its delivery. The FM Service supports approximately 50 corporate Council buildings, managing tasks such as FM Helpdesk, caretaking, post, cleaning, pest control, security, planned preventative maintenance, and reactive repairs. The team consists of 15 staff dedicated to maintaining these buildings and services. This is a challenging and rewarding time as the FM team implements a new operating model aligned with wider organisational goals.

Experience
Proven track record in developing and implementing energy efficiency programmes. Experience in procurement and finance practices related to energy contracts. Project management experience is essential.

Detailed knowledge of energy conservation, sustainability legislation, codes of practice, and current developments. Strong interpersonal and communication skills to build credibility and maintain relationships with diverse stakeholders. Ability to provide clear, informed advice on complex issues. Strong performance management and IT skills. Commitment to health and safety, equality, and diversity. Flexibility to work outside normal hours when necessary and ability to travel within and around the borough.
Qualifications
Technical or energy-related qualification required. Membership of a relevant professional body is desirable.
