About the Role
This role is part of the Facilities Management (FM) team, supporting the council's environmental strategy and the decarbonisation of the estate. As the Council's dedicated Energy Officer, you will provide expert advice to the Council and all departments, manage and coordinate the Council's gas, electric and water contracts, and evaluate energy and water usage to devise policies and actions that minimise consumption in line with set targets. You will oversee a programme of low carbon capital funding schemes and support colleagues in delivering capital projects across the operational, leisure, and schools portfolio. Maximising the use of available funding to reduce operational emissions, including the Climate Capital Fund and Green Buildings Fund, will be a key part of your responsibilities.
The Facilities Management Service supports approximately 50 corporate Council buildings, handling FM Helpdesk, caretaking, post, cleaning, pest control, security, planned preventative maintenance, and reactive repair services. The FM team consists of 15 staff dedicated to maintaining these buildings and services. This is a challenging and rewarding time as the FM service undergoes transformation to support wider organisational goals.

Experience
Proven track record in developing and implementing energy efficiency programmes. Experience in evaluating energy and water usage, devising policies to reduce consumption, and managing procurement of energy contracts. Knowledge of procurement and finance practices supported by project management experience.
About you
Strong understanding of relevant legislation, codes of practice, and current developments in energy conservation and sustainability, with the ability to apply them effectively. Excellent interpersonal and communication skills to build credibility and maintain strong relationships with a wide range of stakeholders. Strong performance management capabilities, sound IT skills, and commitment to high standards of health and safety, equality, and diversity. Flexibility to work outside normal hours when necessary and ability to travel within and around the borough as part of your duties.
Qualifications
Technical or energy-related qualification required. Membership of a relevant professional body is desirable.
