About the Role
This role supports the Council's environmental strategy and the decarbonisation of its estate. As the Council's dedicated Energy Officer, you will provide expert advice to the Council and all departments. You will take responsibility for the purchase, management, and coordination of the Council's gas, electric, and water contracts. The role involves evaluating energy and water usage within the Council, devising policies and actions to minimise consumption to meet set targets. You will oversee a programme of low carbon capital funding schemes and support colleagues with delivering capital projects across operational, leisure, and schools portfolios. Maximising the use of available funding, including the Climate Capital Fund and Green Buildings Fund, to reduce operational emissions is a key responsibility.

About Us
This role is part of the Facilities Management (FM) team, which supports approximately 50 corporate Council buildings. The FM Service includes FM Helpdesk, caretaking, post, cleaning, pest control, security, planned preventative maintenance, and reactive repair services. The team of 15 staff is undergoing significant transformation, including integrating energy management into its delivery model, supporting the wider organisation's goals. This is a challenging and rewarding time to join the FM team as it evolves its operating model.

Experience
Proven track record in developing and implementing energy efficiency programmes. Experience in procurement and finance practices related to energy contracts. Project management experience within an energy or sustainability context.

Detailed knowledge of energy conservation legislation, codes of practice, and current developments. Strong interpersonal and communication skills to build credibility and maintain relationships with diverse stakeholders. Ability to provide clear, informed advice on complex issues. Strong performance management and IT skills. Commitment to high standards of health and safety, equality, and diversity. Flexibility to work outside normal hours when necessary and ability to travel within and around the borough.
Qualifications
Technical or energy-related qualification required. Membership of a relevant professional body is desirable.
