About the Role
This role supports the Council’s environmental strategy and the decarbonisation of its estate. As the Council’s dedicated Energy Officer, you will provide expert advice to the Council and all departments. Responsibilities include managing the Council’s gas, electric, and water contracts; evaluating energy and water usage; devising policies and actions to minimise consumption to meet targets; and overseeing a programme of low carbon capital funding schemes.

You will support colleagues in delivering capital projects across operational, leisure, and school portfolios, maximising available funding such as the Climate Capital Fund and Green Buildings Fund to reduce operational emissions.

About Us
This role is part of the Facilities Management (FM) team, which supports approximately 50 corporate Council buildings. The FM service includes helpdesk, caretaking, post, cleaning, pest control, security, planned preventative maintenance, and reactive repair services. The team of 15 staff is undergoing transformation to improve service delivery, including integrating energy management into its operations. This is a challenging and rewarding time as the FM service implements a new operating model aligned with wider organisational goals.

Requirements

Experience
Proven track record in developing and implementing energy efficiency programmes. Experience in procurement and finance practices related to energy contracts. Project management experience within an energy or sustainability context.

Strong understanding of relevant legislation, codes of practice, and current developments in energy conservation and sustainability.

About you
Confident in evaluating energy and water usage and devising policies to reduce consumption. Excellent interpersonal and communication skills to build credibility and maintain strong stakeholder relationships. Strong performance management capabilities and sound IT skills.

Commitment to high standards of health and safety, equality, and diversity. Flexibility to work outside normal hours when necessary and ability to travel within and around the borough.

Qualifications
Technical or energy-related qualification required. Membership of a relevant professional body is desirable.
