About the Role
Join Ofwat’s RAPID & Environmental Planning Directorate as a Wales Environmental Policy Lead. You will be part of the Environment team, focusing on delivering environmental policy objectives including climate change, biodiversity, nature-based solutions, and water quality. This role supports Welsh environmental policy development and ensures Ofwat understands the environmental policy context and political landscape in Wales. You will play a pivotal role in responding to the Independent Water Commission review and evolving the regulatory approach to support resilient infrastructure, climate adaptation, nature recovery, economic growth, and public trust. You will represent Ofwat to environmental stakeholders, including government officials and water companies, providing advice and recommendations to incorporate Welsh environmental policy into Ofwat’s work. The role requires strong independent working skills in an agile environment and offers opportunities to develop and consolidate your expertise. Requirements

Experience
- Extensive experience working in Welsh environmental policy, ideally within or alongside a regulator or government department.
- Proven leadership in Welsh environmental policy, analysis, and delivery, with the ability to translate technical evidence into clear, practical policy or regulatory recommendations.
- Sound understanding of Welsh water industry regulation, including relevant legislation, frameworks, and key institutions such as Ofwat, Natural Resources Wales, and Welsh Government.
- Ability to navigate regulatory processes to influence outcomes.
- Excellent stakeholder management and negotiation skills.
- Strong communication skills, capable of synthesising complex technical, scientific, and economic information for diverse audiences.
- Strategic thinking skills with the ability to influence high-level decision-making.

You are comfortable working independently and at pace in an agile environment. You have excellent judgement exercised responsibly in line with organisational strategy and ways of working. You have a good professional network within the Welsh environmental policy sector and are passionate about making a difference in water regulation and environmental outcomes.
