About the Role
Join Ofwat’s RAPID & Environmental Planning Directorate as a Wales Environmental Policy Lead. You will play a vital role in delivering on Ofwat’s environmental policy objectives, focusing on Welsh environmental policy and ensuring the organisation understands the environmental and political landscape in Wales. The role involves supporting the regulatory approach to enable resilient infrastructure, climate adaptation, nature recovery, economic growth, and public trust. You will represent Ofwat, communicate policy to environmental stakeholders including government officials and water companies, and provide advice and recommendations to incorporate Welsh environmental policy into Ofwat’s work. This role requires working independently and at pace in an agile environment, with opportunities to develop and consolidate your skills. You will be part of a team covering climate change, biodiversity, nature-based solutions, and water quality, working across the organisation and sector to deliver environmental improvements. This is a unique opportunity to influence the future of water regulation in Wales during a period of significant change and collaboration with government and regulators.
Experience
- Extensive experience working in Welsh environmental policy, ideally within or alongside a regulator or government department.
- Proven leadership in Welsh environmental policy, analysis, and delivery.
- Ability to translate technical evidence into clear, practical policy or regulatory recommendations.
- Sound understanding of Welsh water industry regulation, relevant legislation, frameworks, and key institutions (e.g. Ofwat, Natural Resources Wales, Welsh Government).
- Ability to navigate regulatory processes to influence outcomes.
- Excellent stakeholder management and negotiation skills.
- Strong strategic thinking skills with the ability to influence high-level decision-making.

- Excellent communication skills, able to synthesise complex technical, scientific, and economic information for diverse audiences.
- Comfortable working independently and at pace in an agile environment.
- Strong judgement exercised responsibly in line with organisational strategy and ways of working.
- Established professional network within the Welsh environmental policy sector is desirable.
