Location
Bootle, with flexibility to work from Cheltenham or London offices. Hybrid working available with an expectation of regular office attendance. Some travel required across the UK and occasionally abroad, including overnight stays.

Hours
Full Time, standard civil service working hours with flexible working options.

Salary
£83,292 per annum plus £24,129 employer contribution towards Civil Service Defined Benefit Pension scheme.

About the Role
As the UK’s independent nuclear regulator, the Office for Nuclear Regulation (ONR) plays a vital role in protecting society by ensuring the safe operation of nuclear facilities. This Band 3 Nuclear Safety Inspector role is critical to the UK’s decarbonisation efforts, national defence, and nuclear legacy decommissioning. You will have the opportunity to lead and influence the future use of nuclear technology in the UK.

Inspectors undertake a variety of roles across the nuclear sector, including regulating new nuclear build construction, decommissioning legacy facilities, conducting planned and reactive inspections, assessing safety submissions, managing intervention projects, investigations, research, and mentoring future inspectors.

This role focuses on Leadership and Management for Safety (LMFS), addressing organisational and cultural factors impacting nuclear safety. You will advise and guide licensees and dutyholders to develop organisational capability and a positive safety culture, drawing lessons from diverse sectors beyond nuclear. Licensing responsibilities are integrated with LMFS, involving engagement with prospective and current licensees on licensing and legal requirements for new and existing facilities.

Requirements

Qualifications
Degree level qualification or equivalent in a related discipline, or demonstrated equivalent professional performance and experience. Chartered membership of a relevant professional institution, or equivalent professional experience.

Experience
- Strong understanding of how organisational and cultural factors impact nuclear safety, including lessons learned from past events.
- In-depth knowledge and experience in Leadership and Management for Safety topics, including nuclear site licence requirements and recognised standards.
- Proven ability to influence at all organisational levels, from Board/Executive to frontline staff, with insight into organisational behaviour.
- Knowledge of one or more nuclear or high hazard facilities (e.g., pressurised water reactors, advanced gas cooled reactors, high hazard processing plants).
- Ability to assimilate, analyse, and provide clear judgements on complex technical issues.
- Strong communication, decision-making, and influencing skills, with the ability to prioritise work based on risk.

Experience in the nuclear sector or alternative high hazard industries is desirable but not essential. Candidates from non-nuclear backgrounds will be supported through a structured nuclear training programme to reach Nuclear Safety Inspector level, with an alternative salary range during training.
