About the Role
Fixed term until 31 March 2028, with the potential for extension. Help shape a cleaner, more sustainable future for Broadland and South Norfolk by leading a varied programme of clean growth and sustainability work across both districts. You will develop large-scale green infrastructure and environmental projects, unlock investment and funding, and create new opportunities across energy, sustainability and climate resilience.
You will join the Economic Growth service within the Place Directorate, collaborating closely with colleagues across planning, assets, housing and other services, as well as external partners, communities and organisations across Norfolk.
This role offers real scope to shape future initiatives by spotting opportunities, bringing people together, and developing ideas into credible, funded and deliverable projects. Projects may range from major green infrastructure and environmental schemes to energy projects, external investment opportunities and programmes that help places, businesses and communities become more sustainable and resilient.
The role combines environmental ambition with economic growth, investment and place-making, influencing projects from early development through to delivery.
Your broad remit will include:
- Developing and leading clean growth, green infrastructure, sustainability and environmental projects and programmes
- Identifying new project and investment opportunities and turning them into deliverable schemes
- Securing external funding and investment, including developing bids, business cases and partnerships
- Leading the Councils’ climate change, environment and biodiversity priorities and supporting future strategies and delivery plans
- Working across the Councils and with external partners to align planning, economic growth, assets, housing and environmental priorities
- Providing oversight of projects and capital budgets, ensuring effective governance, procurement, financial and performance management
- Building strong relationships with elected Members, communities, businesses, public sector partners and other organisations
- Measuring progress and demonstrating the outcomes and impact of our work
Experience
Proven experience in clean growth and sustainability, with the ability to develop ambitious projects and lead programmes from concept through to delivery. Experience of working across organisational boundaries and in partnership with external organisations is essential. Demonstrated success in securing internal or external funding and finance is required.
About you
You will be an effective communicator, confident in building relationships with a wide range of stakeholders. You will have strong project and programme management skills, with the ability to analyse technical, financial and performance information and translate this into clear, practical recommendations. You will be motivated to build upon the strong foundations already established by the Councils in driving forward the green agenda and help transform Broadland and South Norfolk into exemplar authorities moving towards a post carbon economy.
Qualifications
A degree in Environmental Science, Sustainability, Energy, Geography or a related discipline, or equivalent professional experience at a senior or specialist level. Sound knowledge of sustainability, energy and climate change policy, legislation and best practice is essential.
