About the Role
The primary purpose of this role is to manage grants for the implementation of complex resource efficiency measures (e.g. cavity wall and loft insulation) to help reduce resource consumption, costs, and emissions of greenhouse gases and other air pollutants from domestic properties in Buckinghamshire. The postholder will focus on optimising the Service’s grant funding mechanisms, progressing residents’ grant applications through all stages of the grant lifecycle, developing funding proposals and bids, and coordinating support to reduce domestic resource consumption in Buckinghamshire. This is a fixed-term contract/secondment funded until 31st March 2026.
The Domestic Building Envelope Energy Efficiency (DBEEE) Grant offers grants of up to £32,000 in the 2025/26 financial year for installation of measures such as insulation, window and door replacements that reduce domestic building envelope heat loss. The postholder’s primary aim is to successfully administer the Grant to distribute all capital funding in line with agreed parameters and timeframes, maximising the benefits arising from it. Responsibilities include supporting grant applicants, implementing process improvements to enhance customer journeys, applying due diligence including evidence, compliance, financial and other checks throughout all grant lifecycle stages, monitoring grant budgets, and arranging payment of grant claims and repayments where required.
The role also involves identifying and securing funding to sustain and enhance the Domestic Resource Efficiency Service by building relationships with energy and water utility providers, Distribution Network Operators, and others, as well as developing funding proposals and bids.

As an ‘any-desk’ worker, you will need to be connected to the Council’s network to access digital folders and resources, which can be done from home or office. You will be required to work from the office a couple of times a week depending on team requirements.
Experience
- Experience of applying for funding and/or administering grant funding
- Experience working on renewable energy and/or energy efficiency projects
- Good research, analysis, planning, organisational, literacy, numeracy, ICT and report writing skills
About you
- Ability to demonstrate understanding of domestic energy systems and measures to reduce energy consumption in domestic properties
- Good communication and presentation skills with the ability to explain technical issues clearly, negotiate, persuade, and build effective working relationships at all levels
- Excellent customer service skills with the ability to converse at ease and provide advice in accurate spoken English
- Ability to work collaboratively within a team and with external stakeholders
Qualifications
- Educated to NVQ Level 4 / degree standard or equivalent relevant experience
- Relevant professional or vocational qualification and project management/support experience are desirable
- Full driving licence is required to carry out the duties of the role
