About the Role
The primary purpose of this role is to manage grants for the implementation of complex resource efficiency measures (such as cavity wall and loft insulation) to help reduce resource consumption, costs, and emissions of greenhouse gases and other air pollutants from domestic properties in Buckinghamshire. The postholder will optimise the Service’s grant funding mechanisms, progress residents’ grant applications through all stages of the grant lifecycle, develop funding proposals and bids, and help coordinate support to reduce domestic resource consumption across the county. This is a fixed term contract/secondment funded until 31st March 2026.
The Domestic Building Envelope Energy Efficiency (DBEEE) Grant offers grants of up to £32,000 in the 2025/26 financial year for installation of measures that reduce domestic building envelope heat loss, helping residents reduce energy consumption, costs, and carbon emissions. The postholder will administer the grant to ensure full distribution of capital funding within agreed parameters and timeframes, maximising benefits.
Key responsibilities include supporting grant applicants, implementing process improvements to enhance customer journeys, applying due diligence including evidence, compliance, financial and other checks throughout all grant lifecycle stages, monitoring grant budgets, arranging payment of grant claims and repayments where required.
The role also involves identifying and securing funding to sustain or enhance the Domestic Resource Efficiency Service by building relationships with energy and water utility providers, Distribution Network Operators, and others, as well as developing funding proposals and bids.
This is an excellent opportunity to join an innovative and dynamic team committed to combating fuel poverty and climate change, helping residents reduce energy costs and carbon emissions during challenging cost of living pressures. The role involves working with a range of internal and external stakeholders to secure funding and coordinate domestic resource consumption reduction initiatives.
The role is ‘any-desk’ based, requiring connection to the Council’s network to access digital resources, with an expectation to work from the office a couple of times a week depending on team requirements.
