About the Role
Hackney is one of the most dynamic and progressive local authorities in the UK. We are a resilient, vibrant, and creative borough in the heart of London, with strong, diverse communities and a powerful set of shared values.

We are recruiting an Energy Programme Officer within the Strategic Asset Management team in Housing Services. The Energy Programme Officer will work closely with the Energy Programme Manager and Sustainability Performance Manager to develop and deliver the Housing Retrofit Plan, which forms part of the Council’s wider Asset Management Strategy. This plan guides our approach to improving the energy performance of Hackney’s existing council housing stock.

The team pursues the Council’s objective to improve council homes to EPC Band C and broader net zero ambitions, ensuring compliance with relevant safety regulations and energy standards.

The Energy Programme Officer will support the procurement, planning, and delivery of key programmes including the Warm Homes Social Housing Fund and heating system improvements and decarbonisation. This role involves engaging with residents, contractors, and other teams within Hackney Council to create homes that are more sustainable, healthier, more comfortable, and more affordable to operate. This will be achieved through installation of fabric measures (e.g. insulation), solar PV, batteries, and electrified low carbon heating systems.

The team will monitor and analyse the impact of installations on heat loss and demand, energy use, carbon emissions, indoor air quality, and damp and mould.

The Energy Programme Officer will support feasibility studies to ensure that our approach to decarbonisation is evidence-led, suitable for each housing archetype, and considers residents’ energy costs.

The role requires use of modelling software to understand the current energy performance of our council housing stock and plan improvements.

Regular collection and organisation of data on programme delivery and reporting to internal and external stakeholders such as the Warmer Homes London Partnership will also be part of the role.

As a Council, our most outstanding asset is our staff, who are highly dedicated to serving our residents and committed to our organisational goals.

If you want to work in a place where you can represent our values and achieve the best for our residents, we encourage you to apply.

We operate a fair and open anonymous selection process and do not accept supporting statements or CVs. Applications require completion of competency-based questions to demonstrate your suitability for the role.

We value authenticity and encourage candidates to showcase their unique knowledge and skills in their own voice.

Closing date for applications: 11 October 2026 (22:59)
Interview and assessment date: Week commencing 26 October 2026

We are working towards a vision to be a place for everyone; where residents and staff can be proud. We seek individuals who embody our “PROUD” values: Purpose and Respect, Ownership, Unity and Diversity, fostering inclusion, kindness, accountability, collaboration, and anti-racist behaviour.

Hackney Council is committed to eradicating discrimination and welcomes applications from all backgrounds, particularly disabled people who are underrepresented in our workforce. Flexible working is also welcomed.

Experience relevant to energy programme delivery, housing retrofit, or sustainability projects is desirable. Experience working with diverse stakeholders including residents, contractors, and internal teams will be beneficial.

About you
You will be motivated, proactive, and committed to delivering high-quality outcomes that improve residents’ homes and wellbeing. You should have strong communication and organisational skills, be able to work collaboratively, and demonstrate a commitment to the Council’s values of inclusion, respect, and accountability.

You should be comfortable using modelling software and data analysis tools to support evidence-led decision making.

Ability to engage effectively with residents and stakeholders from diverse backgrounds is essential.
