About the Role
Join Camden Council’s private sector housing team to help improve housing standards and protect tenants in one of London’s most dynamic boroughs. Camden operates a successful borough-wide additional Houses in Multiple Occupation (HMO) licensing scheme and is seeking a proactive and enthusiastic Environmental Health Practitioner or Graduate Environmental Health Officer working towards Chartered status to join the HMO Enforcement team.
This role involves taking personal responsibility for investigating unlicensed and/or dangerous HMO properties, conducting reactive and proactive inspections of licensed and unlicensed HMOs, serving enforcement notices, issuing civil penalties, and pursuing prosecutions. You will also consider high-level enforcement actions such as rent repayment orders and banning orders for the most serious cases.
Working within a small multi-disciplinary enforcement team including Environmental Health Officers, Tenancy Relations Officers, Trading Standards Officers, and legal support, you will contribute to holistic housing advice and enforcement actions addressing harassment, illegal evictions, and Housing Act 2004 offences.

Experience
- Experience taking enforcement action under the Housing Act 2004 relating to unlicensed and/or dangerous HMO properties is essential.
- Knowledge and understanding of the Housing Act 2004 and related housing legislation.
- Training in Housing Health and Safety Rating System (HHSRS) and a good understanding of house construction, components, and current improvement trends including energy efficiency.
- Ability to manage casework independently, make timely decisions, and deliver agreed outcomes.
- Experience using IT systems and databases to record, monitor, and communicate information is essential; experience with relevant software is desirable.

Qualifications
- Either an Environmental Health Practitioner holding a Certificate of Registration with the CIEH/EHRB or Chartered status.
- Or a Graduate holding a BSc or MSc in Environmental Health who is enrolled or eligible to enrol on the Environmental Health Pathway to Registration.
- Applicants not yet registered will start on a lower grade and salary until registration is achieved; support, training, and fees for enrolment on the Pathway are usually provided by the Council.
