About the Role
Lead the future of network management in Redbridge by taking ownership of the Council's flagship Department for Transport approved Lane Rental Scheme. This is an exciting opportunity for a highly skilled highways professional to reduce congestion, improve network performance and ensure efficient coordination of works across the borough.
As the Council's lead specialist for lane rental and network coordination, you will manage a dedicated team and work closely with utility companies, contractors, Transport for London, developers, senior managers, elected Members and residents.
Key responsibilities include leading the delivery, governance and ongoing development of the Lane Rental Scheme, ensuring compliance with relevant legislation, overseeing lane rental charges and invoicing, monitoring permit applications, managing and developing a team of Lane Rental Officers, preparing reports and briefings, representing the Council at stakeholder meetings, and providing senior operational support during highway incidents and emergencies.
This role offers the chance to lead a high-profile, income-generating scheme that supports network improvement initiatives and to influence how major works are coordinated across one of London's busiest road networks.
Experience
- Extensive experience in street works, network management or highway coordination.
- Experience leading or managing staff, including performance management and workload allocation.
- Experience assessing complex permit and lane rental applications.
- Strong analytical and problem-solving skills.
- Excellent communication, negotiation and stakeholder management abilities.
- Experience using Street Manager and Microsoft Office applications.

Qualifications
- Street Works Supervisor Qualification (NRSWA) or equivalent professional qualification.
- Extensive knowledge of the New Roads and Street Works Act 1991, Traffic Management Act 2004, Highways Act 1980, Permit Schemes and associated Codes of Practice.
Desirable
- Full UK Driving Licence.
- Experience working within a London local authority environment.
- Knowledge of highway funding and grant application processes.
Additional Information
This role may require occasional evening and weekend working, participation in the Council's emergency response arrangements, and travel across the borough to attend meetings, inspections and site visits.
