About the Role
The Office of Rail and Road (ORR) is the independent economic and safety regulator for Britain’s railways and the monitor of performance on England’s strategic road network. ORR regulates the performance and efficiency of National Highways to maintain, renew, operate and improve motorways and main 'A' roads in England, advising government on funding and performance requirements. This role involves assessing National Highways’ delivery of outcomes and commitments set out in the Road Investment Strategy and providing independent, evidence-based advice to government on performance, efficiency and value for money.

We oversee how National Highways manages and upgrades England's motorways and major A-roads, ensuring better outcomes for road users through asset management and capital investment projects. The strategic road network (SRN) is critical for growth, commerce and leisure, managed by National Highways, a government-owned company. ORR’s Highways Team ensures efficient delivery of better, smoother and safer roads on behalf of road users, taxpayers and communities.
The Lower Thames Crossing (LTC) is a new crossing east of London to alleviate pressure on the Dartford Crossing. This circa £10.6 billion project will be privately funded, built and operated by LTC Co, which will also take over the existing Dartford Crossing. Charges will be set through a Regulated Asset Base (RAB) model. ORR will take on a significant regulatory role for LTC and is expanding the Highways Team accordingly.
The LTC Highways Asset and Operations Advisor will provide expert advice and insight into the performance of the private sector organisation responsible for LTC and Dartford Crossing delivery and operation, focusing on outcomes for road users. You will lead day-to-day monitoring of Dartford Crossing’s operational performance, including compliance with legislative requirements and KPIs across asset management, environmental impact and network delay. You will produce robust, regular performance reports culminating in an annual performance assessment.
This role is critical in shaping the performance regime and monitoring requirements, ensuring the private sector organisation meets its statutory obligations and commitments for operation and construction. You will work closely with the Highways team, maintaining oversight of National Highways and assessing how performance and operational interactions between the two organisations are managed and optimised.
The position is within ORR’s Highways Team, reporting to the Head of Engineering LTC, and requires collaboration across the organisation including Economics, Finance and Markets teams within a matrix management structure.
Experience
Strong understanding and application of asset management best practice, including ISO 55001 and whole-life asset management principles. Proven ability to deliver robust and clearly structured analysis and reporting on complex and varied technical topics.

Qualifications
Relevant professional qualifications or equivalent experience in asset management, engineering or related fields are desirable. A strong technical background and understanding of regulatory frameworks is essential.
