About the Role
The University of Oxford is seeking an experienced and effective Programme Manager to join the Research Strategy and Policy Unit in Research Services. You will shape and manage the design, delivery, coordination, evaluation, and reporting of a portfolio of initiatives that support the creation of a supportive and inclusive research culture at Oxford, particularly enabling positive development trajectories for researchers.
You will provide significant input into the scoping, design, and resource-planning for large-scale University-wide initiatives relating to the research environment, aligned to Oxford's sector commitments and institutional strategies. You will lead consultation processes and coordinate the delivery, evaluation, and reporting of these strategic initiatives. The role involves undertaking research, collating data, preparing papers for relevant committees, and overseeing communication activities and governance processes.
The role requires an up-to-date awareness of sector developments and innovations, including government or funder policies, and a proactive approach to shaping policy and practice.
Working at the University of Oxford offers benefits such as 38 days of annual leave (inclusive of public holidays) with options to purchase additional days, generous family leave schemes, hybrid and flexible working, an excellent contributory pension scheme, affordable commuting options, and access to a vibrant community through social, cultural, and sports clubs.

Proven experience in planning and project-managing a portfolio of activities, including budget and risk management, especially in contexts without established precedents. Experience engaging and influencing a range of stakeholders within a large institution and across the sector is essential.
About you
You will have thorough, up-to-date, and wide-ranging knowledge of national and international research developments, policies, and best practices in higher education relating to career development, research evaluation, and research culture. You will be able to identify future trends and corresponding institutional actions. The role suits a highly collaborative, outcomes-driven, curious, and operationally effective individual who enjoys exploring innovative approaches to strengthening the research environment. Creativity and autonomy are key aspects of this position.
Qualifications
While specific qualifications are not detailed, a strong background in research strategy, policy, or related fields, combined with relevant experience, is expected for this role.
