About the Role
Join the City of Westminster Council’s Housing Directorate as a Portfolio Innovation and Performance Manager and make a powerful contribution to managing a diverse portfolio of over 21,000 homes. You will transform resident needs, asset data, and compliance duties into strategic decisions that maximise safety, value, and lifecycle performance. Leading reviews across the housing portfolio, you will shape investment, redesign, repurposing, or retirement of assets while ensuring housing asset policy, strategy, and plans are current and co-designed with residents.

As the technical lead for asset data assurance, you will track portfolio performance, assure asset survey outputs, and collaborate with Data, Quality, and Systems teams to translate data into innovative outcomes. You will provide technical advice, reports, and audit trails on complex and sensitive issues for senior stakeholders’ decision making.

Your role includes developing clear performance measures and data insights to improve repairs, planned works, and compliance—delivering safer homes, quicker first-time fixes, and better communication. You will offer expert advice on asset investment and planning, balancing whole-life costs, carbon, social value, and resident needs to prioritise the right projects at the right time.

Driving innovation, you will implement lessons learned into smarter ways of working and lead a lifecycle approach by developing scenarios, targets, and pathways with Finance, Programme, and Sustainability teams. This will strengthen standards, strategies, prioritisation criteria, support funding bids, improve HRA affordability, and enhance project delivery.

You will provide day-to-day direction to project managers, mentoring them to build delivery capability and embed a culture of continuous improvement. Acting as a lead representative for one of four borough patches, you will build strong, trusting relationships with a wide range of stakeholders and confidently represent the Council in high-profile forums.

Requirements

Experience
- Building or refreshing prioritised multi-year investment plans using evidence and scenario modelling.
- Creating and refining performance measures that improve service quality, including right first time and resident communication.
- Providing expert options for appraisals to direct the right projects at the right time.
- Working with programme and/or project teams from brief to delivery, aligning with strategic objectives and ensuring optimal resident outcomes.
- Strong contract management and project management skills with good knowledge of relevant ICT systems.
- Overseeing compliance activity across housing assets, acting as an intelligent client by commissioning appropriate surveys or consultants and creating evidence-backed decision trails.
- Solid understanding of building safety legislation and experience ensuring compliance and monitoring performance against statutory, regulatory, and best-practice requirements.

About you
- Excellent communicator able to explain complex information clearly.
- Skilled in preparing reports and briefings for senior decision-makers, residents, and partners.
- Experienced in framing choices using business cases and scenario modelling.
- Meaningfully engaged with tenants to maximise opportunities.
- Confident in managing budgets and resources to deliver value for money, ensure strong governance and compliance, and set evidence-led annual revenue and capital budgets.
- Comprehensive understanding of current issues facing local government, possibly gained from working in political or similarly challenging environments.
- Supportive and dynamic leader with experience in leading change and fostering a continuous improvement culture.

Qualifications
- Relevant degree or equivalent.
- Membership of the Royal Institute of Chartered Surveyors (RICS) or equivalent is desirable.
