About the Role
Are you ready to make a real difference? Join our High Hazard specialist team as a Regulatory Team Leader. We are committed to enhancing our regulatory practices and building an effective regulatory framework. You will lead dedicated, values-driven regulatory teams focusing on the regulation of COMAH (Control of Major Accident Hazards Regulations 2015) sites across England. As an experienced leader with a strong understanding of major industry, you will apply your broad regulatory and regime knowledge to manage your specialist team to deliver compliance work funded through charge income.
You will develop and own a delivery plan with your team, adapting it to changing priorities while sharing good practice and identifying opportunities for business improvement. Your role includes assessing risks, providing assurance to the COMAH Regulatory Manager, and leading your team through cultural and business change. Maintaining the health, safety, and wellbeing of your team is paramount, alongside supporting their development and managing ways of working to meet future needs.
You will balance your team’s workload to focus on areas delivering the greatest environmental benefit and work effectively across the organisation in an agile way to deliver outcomes. This role involves leading a newly formed team responsible for regulatory compliance across a range of COMAH sites, working closely with site operators and collaborating nationally and locally to improve COMAH delivery and assurance.
Key responsibilities include assuring delivery of complex activities and permits for critical infrastructure, supporting team members on higher risk sites, making local regulatory and enforcement decisions, delivering the COMAH Investigations Manager role, and working collaboratively across boundaries to ensure proportional regulation and consistency. You will influence internal and external partners, respond to regulatory challenges, and play an incident role requiring availability to respond to incidents or provide business continuity support.
We welcome flexible working and regular travel will be required as your team will be dispersed. You will have an EA office base location.
Experience
- Understanding of the COMAH Regulations or previous regulatory or industry experience in this sector.
- Proven leadership skills with experience successfully leading teams to collaborate and achieve objectives.
- Working knowledge of Health, Safety & Wellbeing.
- Experience working with a range of customers and stakeholders to support organisational goals.
- Ability to prioritise effectively for your team and the wider business.
- Full UK driving licence.

Qualifications
- Degree in a Scientific or Engineering subject (desirable).
- Membership or working towards membership of a relevant professional body (desirable).
