About the Role
Are you ready to make a real difference? Join our High Hazard specialist team as a Regulatory Team Leader. We are committed to enhancing our regulatory practices and building an effective regulatory framework. You will lead dedicated, values-driven regulatory teams focused on improving regulation of COMAH (Control of Major Accident Hazards Regulations 2015) sites across England.
As an experienced leader with a strong understanding of major industry, you will apply your broad regulatory and regime knowledge to manage your specialist team delivering compliance work funded through charge income. You will develop yourself and your team, providing a positive role model who fosters an open, inclusive, and trusting culture where people can achieve their best and remain safe and well.
You will develop and autonomously manage a delivery plan, adapting it to changing priorities. Sharing good practice, identifying business opportunities, and providing assurance to the COMAH Regulatory Manager will be key responsibilities. Leading a new team, you will coach them through cultural and business change, maintain their health, safety, and wellbeing, and manage ways of working to meet future needs.
You will balance your team’s workload to focus on areas delivering the greatest environmental benefit and work effectively across the organisation in an agile way to deliver outcomes.

What will you do?
You will lead a specialist team responsible for regulatory compliance across a range of COMAH sites, managing experienced officers and new team members. Your duties will include:
- Assuring delivery of complex activities including permits for critical infrastructure at COMAH sites to achieve the best environmental outcomes
- Supporting team members overseeing higher risk sites or strategic issues
- Making local regulatory and enforcement decisions, with sign-off as required
- Delivering the COMAH Investigations Manager role
- Collaborating with other COMAH team leaders to develop and deliver the COMAH Operational Delivery Plan ensuring proportional regulation, consistency, and sharing best practice
- Influencing internal and external stakeholders to drive organisational improvements and environmental benefits
- Planning, monitoring, and prioritising resources and budgets to ensure timely completion of activities and response to unplanned events
- Engaging with operators, MPs, communities, and other stakeholders to address regulatory challenges
- Responding to incidents as part of an incident role, with full training and potential additional payment
The Team
You will lead a newly formed team reporting to the COMAH Regulatory Manager. The team works directly with site operators and collaborates nationally and locally to improve COMAH delivery and assurance. The team is dispersed, requiring regular travel. Flexible working is welcomed.
This role has an EA Office base location.
Experience
- Understanding of the COMAH Regulations or previous regulatory or industry experience in this sector
- Proven leadership skills with experience successfully leading teams to collaborate and achieve objectives
- Working knowledge of Health, Safety & Wellbeing
- Experience working with a range of customers and stakeholders to support organisational goals
- Ability to prioritise effectively for the team and wider business
- Flexible approach to work and decision-making based on available information and evidence
- Full UK driving licence

Qualifications
