About the Role
Are you a proactive collaborator who enjoys problem solving to make real change? We are seeking a Retrofit Strategy Programme Manager to support the implementation of Hertfordshire’s Retrofit Strategy by coordinating action across local authorities, housing providers, and community stakeholders. Hosted by East Herts District Council on behalf of the Hertfordshire Climate Change & Sustainability Partnership (HCCSP), this pivotal, system-facing role is funded for an initial three-year period and will play a central role in stewarding Hertfordshire’s retrofit system during the early years of strategy delivery.
You will lead programme coordination, governance support, and secretariat duties for the Hertfordshire Retrofit Strategy Steering Group and Retrofit Subgroup, working closely with local authorities, housing providers, community organisations, industry, and funders. This role is critical to maintaining momentum, funder confidence, and shared direction across a complex partnership landscape.
Key responsibilities include providing programme oversight for delivery of the Retrofit Strategy, translating strategic priorities into coordinated action, acting as Lead Officer and Secretariat for key governance groups, maintaining oversight of progress, risks, and delivery capacity, supporting the development of credible, investable propositions aligned with funder expectations, assisting delivery partners to align plans and access funding and training, preparing clear briefings and progress updates, and staying informed on national policy to ensure local alignment.
This is not a technical role but requires strong programme coordination, governance, communication, and stakeholder engagement skills alongside confidence to operate in a system leadership environment.
This is a fantastic opportunity to play a place-shaping role in one of Hertfordshire’s most important climate programmes, working with a wide range of partners to help deliver warmer homes, lower carbon emissions, and shape a more resilient future.
Experience
- Experience working with or supporting multi-stakeholder partnerships, boards, or delivery groups
- Proven ability to organise and manage complex programmes with strong attention to detail
About you
- Motivated by climate action and systems change
- Skilled at bringing people together to deliver shared goals
- Confident communicator able to explain complex topics clearly and accessibly
- Understanding of the role of local authorities and partners in delivering retrofit and climate action
- Comfortable working in evolving governance and organisational contexts
- Enthusiastic about collaboration, systems change, and community empowerment
- Able to work independently and flexibly, including occasional evenings or weekends to meet partnership needs
Qualifications
No specific qualifications are stated; however, relevant experience and a strong interest in climate action and retrofit delivery are essential.
