About the Role
As part of Fexco Property Services and reporting to the Head of Client Finances, this role will oversee a portfolio of key clients and all financial aspects of managing client funds, including financial oversight of funds relating to cladding and remediation works. You will play a pivotal role in assisting other departments by providing excellent client and customer service. The role requires implementing systems and procedures (as agreed by management) to ensure smooth and efficient handling of all processes and meeting all deadlines.

Main Duties and Objectives
Remediation Finance Responsibilities: Take financial ownership of HRB & MRB remediation programmes, working closely with Building Safety and Remediation teams to ensure remediation-related financial activity is accurate, auditable, and aligned with Building Safety Fund (BSF), Cladding Safety Scheme (CSS), and developer funding requirements.
Remediation Financial Management & Controls: Maintain robust financial trackers for all HRB and MRB remediation schemes, including forecasts, cost-to-complete positions, funding allocations, actual spend, and committed costs. Support programme budget profiling, cashflow forecasting, and financial risk identification. Reconcile remediation project accounts regularly, identify variances, and escalate funding shortfalls early. Ensure alignment of financial data across remediation trackers, finance systems, and external funding portals. Prepare and validate financial data for funding submissions, including payment and drawdown requests. Reconcile funding received against expenditure, maintaining oversight of payment status, drawdown timelines, and funding conditions.
Financial Reporting & Governance: Produce regular financial reports for the HRB & MRB Remediation Team, including forecast accuracy, variance analysis, and funding position summaries. Support internal audits and external scrutiny by providing clear, defensible financial information. Contribute to KPI reporting relating to budget control, forecast accuracy, and drawdown cycle times.
Financial Oversight of Landlord Certificates (SCR Process): Provide financial review and sign-off within the SCR process, addressing financial queries or amendments to ensure accuracy ahead of certification. Ensure charges applied via Landlord Certificates correctly reflect qualifying/non-qualifying leaseholder status and remediation funding position.
Financial Interfaces & Collaboration: Work closely with Building Safety Managers, Senior Remediation & Funding Manager, Finance and Accounts teams, and Property/Regional Managers on remediation cost control, invoice validation, forecasting, and reporting. Provide financial input to remediation stakeholder discussions as required.
Service Charge Accounting Responsibilities: Produce year-end service charge accounts, client financial reporting, issue Section 20b notices, budget production, financial integration, financial offboarding, and RMC/Freeholder statutory accounts. Ensure year-end accounts are drafted, reviewed by the property team, certified/audited by external accountants, and reviewed by clients within agreed timeframes. Assist with developing procedures and controls to improve responsiveness, efficiency, timeliness, and accuracy of outputs. Promote the department as a key business partner to the property management team. Act as a direct line of contact for clients, understanding their financial requirements to meet expected service levels. Prepare and analyse audit findings on Extended Trial Balances for external auditors and respond to audit queries. Collaborate with external business partners to maintain high standards of client service. Support budget production and work closely with Budgeting/Billing teams to ensure billing accuracy. Set appropriate controls and checks to safeguard transactions and ensure accuracy. Ensure all client accounting complies with current legislation, regulations, and best practice. Align client accounting of new sites with FPS or FPS brand standards. Provide KPIs and reporting to Head of Client Finance or senior managers. Deliver high levels of customer service to clients and colleagues, ensuring quick and accurate responses to queries and accurate reporting on record management. Continuously seek efficiencies in systems and applications supporting the team with internal and external resources.

Requirements

Experience
At least 5 years’ experience within finance. Previous experience working with external clients. Experience of working within a residential block management environment. Sound knowledge of service charge accounts and relevant legislation/guidance.

Qualifications
Fully or part qualified AAT, CIMA, ACCA, or QBE.

Bonus Skills
Experience of using QUBE system. Knowledge of, or exposure to, Building Safety Fund (BSF), Cladding Safety Scheme (CSS), or developer-funded remediation programme finances.
