Hours
Full time, with a flexible working pattern including three to four days per week based in the Borough for site visits and office work, plus the option to work from home.

Salary
£46,422 per annum

About the Role
As our Senior Noise and Construction Management Officer, you will play a vital role in protecting local residents, balancing urban living, and managing construction impacts across a unique and diverse borough. This role offers a hands-on approach combining noise expertise with field inspections to safeguard communities and ensure compliance with noise and vibration control regulations.

You will conduct chargeable site inspections, audit compliance, and review Section 61 prior consent applications related to noise and vibration. When residents raise concerns, you will investigate on-site, gather evidence, and resolve issues pragmatically.

Beyond noise control, you will collaborate with multiple departments to support wider regulatory oversight, including highways licensing, construction traffic management plans, parking suspensions, and the construction bond scheme.

A key responsibility is assisting the transition to a new, field-accessible database that streamlines operations. Your work will include serving statutory notices under the Control of Pollution Act and processing back-office bond applications, ensuring developers remain accountable while generating revenue that supports wider council services.

This role offers a unique regulatory scope, exposure to complex engineering and high-profile residential developments, and the opportunity to directly improve quality of life across Kensington and Chelsea. You will work within a supportive, multi-disciplinary team that values your field observations and technical expertise.

Requirements

Experience
Practical experience in construction noise and vibration abatement is essential. You must be familiar with statutory enforcement, evidence gathering, legal notices, and council powers. Experience conducting site audits and working on active construction sites is required.

About you
You are a curious and tenacious problem-solver who enjoys learning about wider controls such as planning enforcement and highways regulations. You have strong IT skills, adapt quickly to new digital systems, and maintain concise, accurate records.

You are an excellent communicator, able to handle sensitive situations with confidence and respect. You balance resident concerns with construction requirements and work collaboratively within a supportive team.

You are comfortable using pool cars for site visits and navigating complex site dynamics with a hands-on, proactive approach.

Qualifications
You hold an Institute of Acoustics (IoA) Certificate of Competence in Environmental Noise Assessment or an equivalent recognised qualification.
