About the Role
Are you a strategic thinker with a passion for delivering complex programmes that improve homes and communities? As Service Manager - Asset Management, Sustainability and Performance within Homes & Neighbourhoods, you will lead the delivery of our ambitious investment programme and 30 year asset management plans. You will play a pivotal role in shaping the future of council housing in Kirklees by leading the development and delivery of a £300m capital investment programme, ensuring our homes are safe, sustainable, and meet the needs of our residents now and in the future.
Your key responsibilities will include leading the development and implementation of the Asset Management Strategy and 30 year Housing Capital and Revenue Investment Plan, overseeing strategic planning and delivery of capital investment programmes with compliance to safety and housing standards, and managing complex projects to ensure delivery on time, within budget, and to high standards. You will use data and intelligence to inform strategic investment decisions and long-term planning, collaborate with tenants, elected members, and partners to shape improvement plans, and champion decarbonisation and retrofit initiatives across council housing stock.
Additionally, you will lead and support a team of technical and asset management professionals, strategically manage external funding submissions to maximise opportunities, and ensure robust programme governance, risk management, and performance reporting. This is a high-profile role offering the opportunity to lead transformational change and deliver safe, sustainable homes and services that prioritise residents and communities.
Experience
- Proven experience leading complex housing or asset management programmes
- Strong contract, performance, and budget management skills
- Knowledge of housing standards, building safety, and compliance frameworks

Qualifications
- HNC or Degree in Construction, Housing, or Project Management (or equivalent)
- Professional qualification in project/programme management (e.g. PRINCE2, MSP, APM)
