About the Role
Are you a strategic thinker with a passion for delivering complex programmes that improve homes and communities? We're looking for an experienced Service Manager - Asset Management, Sustainability and Performance within Homes & Neighbourhoods to lead the delivery of our ambitious investment programme and 30 year asset management plans. As Service Manager, you'll play a pivotal role in shaping the future of council housing in Kirklees. You will lead the development and delivery of our £300m capital investment programme, ensuring our homes are safe, sustainable, and meet the needs of our residents now and in the future.

Your key responsibilities will include leading the development and implementation of the Asset Management Strategy and 30 year Housing Capital and Revenue Investment Plan; overseeing the strategic planning and delivery of capital investment programmes with full compliance to safety and housing standards; managing complex projects and programmes to ensure delivery on time, within budget, and to high standards; using data and intelligence to inform strategic investment decisions and long-term planning; collaborating with tenants, elected members, and partners to shape improvement plans for Council homes; championing decarbonisation and retrofit initiatives across council housing stock and developing a Council housing decarbonisation strategy; leading and supporting a team of technical and asset management professionals; strategically managing external funding submissions to maximise opportunities that support and improve Council homes and bring forward new supply; and ensuring robust programme governance, risk management, and performance reporting.

Requirements

Experience
- Proven experience leading complex housing or asset management programmes
- Strong contract, performance, and budget management skills
- Knowledge of housing standards, building safety, and compliance frameworks

Qualifications
- HNC or Degree in Construction, Housing, or Project Management (or equivalent)
- Professional qualification in project/programme management (e.g. PRINCE2, MSP, APM)
