About the Role
As Clerk of Works, you will be the expert eyes and ears on the ground, ensuring that Westminster City Council's Major Works are delivered to the highest standards. You will lead the oversight, inspection, and assurance of complex capital projects across allocated housing estates, ensuring homes are safe, high quality, and sustainable. Your role involves establishing a continuous visible presence on site, combining technical inspection with creative problem-solving to resolve complex issues swiftly.

You will conduct detailed site and stock condition surveys to prevent resident disruption, mitigate risks, and improve cost efficiency. Your responsibilities include producing authoritative, evidence-based reports on risks, options, and recommendations, ensuring compliance with contract drawings, specifications, statutory standards, conservation, and health and safety requirements.

Working closely with the Commercial team, you will validate valuations, approve compliant work, and identify and resolve issues before payment. You will also provide accurate cost data for Leasehold Services and prepare clear, evidence-based responses for queries or tribunal cases.

Beyond inspection, you will translate real-time site intelligence into improvements in standards, contracts, and resident experience. Effective communication is key, as you will liaise with service providers, consultants, and residents, translating technical issues into plain language and de-escalating conflicts when necessary.

In collaboration with Resident Liaison Officers, you will develop tailored plans for sensitive cases, including vulnerable households or high-impact works. Flexibility and willingness to travel across Westminster City and attend resident meetings are essential to this role.

Requirements

Experience
- Significant experience as the sole Clerk of Works in Housing or Capital Major Works delivery.
- Proven track record in inspecting works and quality assuring delivery.
- Experience delivering value for money through procurement, contractor performance management, scope, change, and quality control.
- Knowledge of Building Regulations, Building Safety Act, and other relevant statutory, regulatory, and best practice guidance.
- Strong contract management skills, including administration and assurance of construction contracts (JCT, NEC), managing change control, disputes, and compliance.
- Experience setting and reviewing service provider improvement plans with measurable KPIs and contract levers.
- Ability to deliver results under pressure, time constraints, and limited resources.
- Budget and resource management experience including monitoring expenditure, forecasting, and aligning with business plans and funding constraints.
- Skilled in preparing detailed written reports on technical issues.
- Experience with computerised record keeping is advantageous.

Qualifications
- Educated to HNC/HND, degree, or NVQ Level 6 (or equivalent) in construction, building, surveying, or site inspection.
- Membership of the Institute of Clerks of Works and Construction Inspectorate.
