About the Role
As Head of Housing Heat Networks, you will play a pivotal role in shaping the strategic future, performance, and decarbonisation of the heat networks serving thousands of residents in Westminster. You will oversee day-to-day operations and lead long-term improvements to ensure fair pricing, excellent customer service, and compliance with the Heat Network Technical Assurance Scheme (HNTAS) requirements.

You will collaborate closely with the wider corporate WCC Clean Energy team and the ‘Future of PDHU’ project team, leading the transformation of the aged Pimlico District Heating Undertaking. Preparing the council to operate as a regulated heat supplier under forthcoming legislation will be a key responsibility, ensuring compliance, customer protection, and decarbonisation of heat supply through implementing necessary improvements.

Managing a multidisciplinary team covering compliance, billing, engineering, customer service, and support staff, you will be a visible leader fostering an equitable and inclusive culture. You will ensure all health and safety requirements are met and work with other council departments such as the environment team on decarbonisation initiatives with a focus on time and scale.

For the ‘Future of PDHU’ project, you will coordinate technical, operational, and programme-level interfaces effectively. Your work will always consider the impact on residents, including attending resident and council cabinet meetings.

Requirements

Experience
- In-depth knowledge of heat network delivery models.
- Senior-level management experience delivering large, complex heat and energy infrastructure projects, programmes, and services.
- Strong understanding of the legal, statutory, and legislative environment governing heat network operations.
- Proven ability to coordinate multiple programme interfaces and manage dependencies across related but separately governed programmes.
- Experience representing large, complex organisations on strategically significant matters and influencing a wide range of stakeholders, including senior leadership.
- Skilled at presenting new ideas clearly and effectively.
- Strong financial and commercial acumen with a track record of delivering value for money, securing external funding, and identifying creative cost-saving opportunities.
- Expert organisational skills with the ability to plan, prioritise, and produce high-quality outputs under pressure.
- Experience supervising in-house teams and technical consultants, setting strategic direction, and driving progress.

Qualifications
A degree in energy, engineering, or a related field is required.
