The EMEA Sustainability Regional Operations Manager is a junior sustainability manager role combining programme management with data and analytics capabilities. Sitting within the Sustainability Operations Team (SOT), this role is pivotal in integrating sustainability requirements into business-as-usual deliverables across regional execution stakeholders including IFM, D&C, engineering, and others.
This role provides vital operational support across carbon, energy, water, and waste programmes, ensuring delivery against client commitments and maintaining governance and reporting rigour. It is not a people-management position; success is measured through collaborative delivery and analytical contribution.
Key Responsibilities
- Programme management including project calls, POR tracking, timeline management, and stakeholder coordination across carbon, energy, and water programmes
- Carbon/Energy programme coordination involving ECM implementation support, OP technical packages, carbon project pipeline tracking, and M&V coordination
- Data and analytics support including performance metric interpretation, dashboard development, EUI benchmarking, and utility data oversight
- FM operations interface with IFM liaison, site-level engagement, troubleshooting, and project delivery follow-ups
- Reporting and governance support including OP submissions, client updates, programme performance metrics, and ESG compliance documentation
- Stakeholder engagement through regular connects with BB programme leads, regional IFM teams, and vendor coordination
- Waste and soft services data analytics interpretation and progress reporting, supporting waste programme delivery and sustainability KPIs tracking
Programme Coordination & Delivery
Plan and prioritise activities to meet roadmap and schedule expectations for carbon, energy, water, and waste management programmes. Track POR delivery against milestones and maintain programme trackers, risk logs, and action registers. Coordinate with FM Projects Lead, D&C, engineering teams, and regional IFM teams to ensure sustainability projects are scheduled, delivered, and managed effectively. Own day-to-day programme progress tracking, flag blockers, and escalate as needed. Support full programme management lifecycles including risk and dependency tracking.
Data & Performance Analytics
Interpret performance metrics across sustainability programmes, support dashboard development and maintenance, manage energy, waste, and water data collection within JLL's technology platform, and produce monthly and quarterly client-specific reports.
Reporting & Governance
Support OP submissions preparation and quality assurance, client-facing updates, programme performance governance reporting, ESG compliance documentation, and corporate reporting objectives. Ensure success stories are tracked and communicated to maintain programme awareness and engagement.
Stakeholder Engagement & Regional Interface
Engage regularly with BB programme leads, regional stakeholder teams, JLL facility managers, D&C leads, and engineering teams as the working-level point of contact for sustainability programme delivery. Foster strong collaborative relationships with internal and external stakeholders to deliver against KPI targets and coordinate site teams and vendors on project delivery.
Expected Outcomes and Critical Deliverables (first 6 months)
Support OP2 2026 Technical Package, maintain Carbon POR Framework and tracking, coordinate ECM implementation across audited sites, prepare OP1 2027 pipeline, complete OP2 2026 Decarbonisation audit glidepath submissions, deliver waste programme progress reporting and data analytics, produce monthly/quarterly client-facing programme performance reports, and provide ad-hoc SPLA workstream support.
Experience
- 2–4 years’ experience in sustainability operations, energy management, or carbon programme delivery
- Programme/project management capability managing multiple workstreams simultaneously
- Data literacy comfortable interpreting performance data, utility metrics, and benchmarking outputs
- Experience working with or within FM or IFM teams
- Strong stakeholder communication skills with ability to engage confidently with senior client stakeholders

Qualifications
- University degree in engineering, environmental science, energy management, or related discipline
Desirable
- Experience with corporate real estate sustainability programmes
- Familiarity with EMEA energy markets and regulatory frameworks (ESOS, EPBD)
- Knowledge of sustainability data platforms such as QuickSight, Power BI, or similar
- M&V planning or energy audit experience
- Understanding of decarbonisation strategies in commercial real estate
