About the Role
Hull City Council's Warm Homes Team is seeking a passionate and motivated Energy Efficiency Project Officer to help tackle fuel poverty, improve energy efficiency, and support the city's journey to Net Zero. This is an exciting opportunity to deliver projects that make a real difference, helping residents live in warmer, healthier, and more affordable homes. Working with residents, partners, contractors, and council services, you will develop and deliver a range of energy efficiency, retrofit, and affordable warmth initiatives across Hull.
Key responsibilities include delivering energy efficiency, retrofit, and fuel poverty projects; managing the Warm Homes Referral Management System; monitoring project performance and producing reports; leading communications and engagement campaigns; coordinating the Affordable Warmth Strategy and Steering Group; providing specialist advice; identifying funding opportunities and supporting grant applications; delivering training and presentations; supporting vulnerable residents; preparing reports for senior managers; and working collaboratively to maximise outcomes and attract investment into the city.
Additional responsibilities include leading on statutory reporting requirements, managing databases, organising stakeholder contributions, leading the Carbon Action Network, developing referral partner networks, sourcing innovative solutions to meet Net Zero targets, developing procedures and systems, and liaising with vulnerable customers to provide tailored advice and support.

Experience
- Experience delivering projects, ideally within housing, energy, sustainability, or regeneration.
- Strong IT, database management, and data analysis skills.
- Knowledge of domestic energy efficiency, retrofit, and fuel poverty.
- Excellent communication and stakeholder engagement skills.
- Strong organisational skills and ability to manage competing priorities.
