About the Role
The Government Property Agency (GPA) is the largest property holder in government, managing over £2.1 billion in property assets and more than 55% of the government’s office estate. We are transforming the way the Civil Service works by creating great places to work, leading the largest commercial office programme in the UK, working towards halving carbon emissions from government offices, and achieving greater value for taxpayers.
As Head of Safety, Fire and Environmental Management, you will ensure effective management arrangements for GPA clients in Health & Safety, Sustainability, Risk, Compliance, Security, and Equality. You will lead a national team of discipline-specific managers, delivering expertise in these areas and driving continuous improvement.
This role is central to delivering key government policies such as relocating 22,000 Civil Service roles out of London by 2030 and contributing to the Net Zero agenda. You will work across major transformation programmes including Government Hubs, Whitehall Campus, and Smart Working, helping to create model working environments and promote flexible working practices.
We seek an innovative, solutions-focused leader with strong commercial acumen who thrives in a fast-changing environment and is comfortable driving outcomes beyond their remit. You will provide competent advice to senior leadership, manage risk registers, ensure compliance with relevant standards including ISO 45001 and ISO 14001, and represent GPA at external groups and committees.
The role reports to the Deputy Director Workplace Service Assurance and carries decision-making and budgetary responsibilities.
Experience
- Substantive experience leading large and diverse functional teams
- Extensive senior Health & Safety experience
- Experience in multi-client service organisations
- Proven line management and team working skills
- Strong communication and influencing skills
- Ability to work autonomously and prioritise effectively
- Client-focused with ability to understand business needs
- Competent in managing clients and contractors
- Skilled in analysing management information to inform decisions
- Practical negotiation skills with positive outcomes

Qualifications
Essential:
- Chartered or Graduate IOSH membership (CMIOSH / CFIOSH)
Desirable:
- Environmental/Sustainability qualification
- Certified Member of IWFM (Institute of Workplace and Facilities Management)
- IFE Level 4 Fire Safety Certificate and Full Membership of the Institute of Fire Engineers
- Chartered Environmentalist (IEMA)
- Understanding of security concerns and Equality Act issues from a property perspective
- Track record of maintaining Continuous Professional Development (CPD)
