About the Role
This role forms part of the central remote support team for a major Iraqi project, with flexibility and willingness to travel to Iraq especially during early phases. The PSCM Category Lead is accountable for supporting the Business Support and HSE Procurement Category, managing procurement activities for security, logistics, IT, business support, and contingent labour. You will ensure compliance with the Development and Production Contract, project procurement procedures, and contract governance, acting as a procurement business partner for HSE, Security, and Facilities functions.
You will engage with Legal, Finance, HSE, and P&O functions to deliver seamless procurement and contract management aligned with internal policies, industry standards, and regulatory obligations. Developing and implementing robust category strategies, you will interface with internal and external stakeholders to deliver secure, compliant, competitive, and risk-managed procurement outcomes.
All activities must comply with Iraqi laws and regulations, the Iraq Standard Contracting and Procurement Procedures (SCPP), and client policies including Code of Conduct, Anti-Bribery and Corruption, and Anti-Money Laundering.
The role includes coordinating in-country procurement delivery, supporting interfaces between the in-country team, the national oil company, and remote category teams to align with business priorities. You will maximise third-party spend value, manage risks, seek innovation, and add value to MENA Growth projects.
You will assess existing contracting and procurement ways of working, support category delivery of contract strategies, end-to-end sourcing, contracting, governance approvals, and ensure contracts are compliant and operationalized within project P2P systems. You will deliver value through effective sourcing activities within approved budgets and applicable agreements.
Responsibilities also include supporting Contracts and Procurement Plan development, conducting due diligence, executing sourcing activities, supporting contract negotiations, post-award contract management, supplier performance management, ensuring Local Content obligations, compliance activities, and audit resolution.
You will work closely with technical and project management stakeholders to ensure safe delivery of products and services to specification and contractual agreements. Acting as a point of contact for suppliers and the NOC, you will promote collaboration and strengthen relationships with contractors and suppliers.
The role promotes a compliance culture and psychological safety, monitors contractor safety and compliance, provides input into investigations, and supports appropriate actions.
Procurement delivery includes advising the in-country team on day-to-day category operations, overseeing supplier performance management, leading sourcing initiatives, unlocking value, supporting audits, and cost recovery matters.
Experience
- Proven track record in Business Support & HSE Procurement, ideally within oil and gas services involving large CAPEX or onshore scopes
- Experience applying PSCM contracting, supplier management, and project execution
- Previous work experience in the Oil and Gas sector and working in or supporting Iraq-based businesses
- Strong understanding of regional requirements, planning/execution processes, and experience with PSA/TSC/concessionaire approvals
- Demonstrated ability to collaborate across multiple disciplines, cultures, and geographies
- Experience leading end-to-end sourcing initiatives, contract negotiations, and supplier performance management

Qualifications
- University degree in Procurement, Engineering, or related business/technical discipline
- CIPS professional chartership or equivalent preferred but not mandatory
- Relevant professional certifications or equivalent experience valued
